Doris Sampson Mason, MSW, is the Chief Executive Officer for Sampson Strategies and Synergies Consulting. Known for her leadership, vision and planning capacity, Doris has served in leadership capacities for 20+ years in the public sector and non-profit arenas guiding  teams ranging from 20 to nearly 7000 strong.   Economic/workforce development, health and human services, transportation planning and business/ entrepreneurship and organizational development arenas across Maryland have been impacted by Doris’ expertise.  In her high school yearbook, Doris was known as “the most mannerly girl,” and the “best dressed girl.”  She is now known for her ability to build partnerships and systemic networks, and can often be heard communicating her mantra that “when we collaborate regionally, we can compete globally.”

Having earned a Bachelor’s degree in Political Science from Swarthmore College and Master’s degree in Social Work from the University of MD School of Social Work and Community Planning, Doris also completed several doctoral level courses in research and statistics at the University of MD at Baltimore.

Doris has developed strong administration, organizational development, human capital development, PR/communication, contract, budget and project management abilities.  She has leveraged those skills in regional, state and federal arenas. She has acquired substantial grant resources, business support and economic development financing in each of those sectors.   During her career, Doris has either individually or in small leadership teams had direct responsibility for budgets/contracts as large as $1.3 billion.

Doris has translated her strong assessment, administration and planning skills into successful outcomes for companies, regions and local communities in Maryland and other states. She has designed strategic plans, quality improvement systems, budget planning and risk management systems for large and small entities. While Doris is a “big-picture” executive, her work with private companies, non-profits, public sector and quasi-governmental organizations, legislative and judiciary systems has very much equipped her to be a results-driven leader, who gives intensive attention to details.

Recently, Doris completed 5.5 years as Executive Director for the Upper Shore Regional Council (Maryland) leaving the 3-county region a Comprehensive Economic Development Strategy (completed in March 2017), which can drive successes in that region’s economy for years to come!

She presently sits on Boards of Directors for Maryland Capital Enterprises, Eastern Shore Land Conservancy, Channel Marker, Inc (V.P.), and MD Legislative Black Caucus Foundation.  She was also recently the President of Upper Shore Aging and Chaired the Rural MD Council
